Community Development

RDSP Goal:

To contribute in empowerment of individuals and communities in social and economic development through active participation of the communities.

Citizen Charter National Priority Program (CCNPP):

The Citizens’ Charter National Priority Program (CCNPP) is an initiative of the Government of Afghanistan .The Project Development Objective (PDO) for the CCNPP is to improve the delivery of core infrastructure and social services to participating communities through strengthened Community Development Councils (CDCs).

HA as potential partner with MRRD has been facilitating this program in (2,711) CDCs under packages ,4 ,3 ,2 5 and 10 including (646) CDCs in Kandahar, (526) CDCs in Helmand, (242) CDCs in Parwan, (77) CDCs in Panjshair, (255) CDCs in Kapisa, (327) CDCs in Farah, (82) CDCs in Nimroz, (294) CDCs in Herat, (102) CDCs in Ghor and (160) CDCs in Faryab provinces.

RDSP Objectives

To increase access of communities to basic services, raise awareness and lay a foundation for local governance;

To help individuals, households, and communities through sustainable livelihood initiatives;

To help women in raising income through multiple measures.

To facilitate conflict management through active participation of communities.


Achievements

Totally (999) CDCs received raise awareness program on CCNPP through social mobilization at the grassroots level.

Totally (999) CDCs mobilized and established in the targeted provinces. The CDCs formed based on CCNPP latest operational manual.

Totally (883) CDCs basic community profiles created. The profiles established number of families, location, type and number of public resources, basic multi-hazard risk assessment; socio-economic groupings based on participatory methods in rural communities.

Totally (883) CDCs established through participatory methods in rural communities where along with election process, the Community Participatory Monitoring Team (CPM) established with appropriate and suitable criteria.

Developing of Community Development Plan (CDP) for a total of (999) established CDCs in all targeted provinces.

Identifying and supporting the marginalized groups especially those in the contested and unsuitable land and poor and women headed families, interest-groups (women who head their families, landless families, IDPs, etc.) based on the socio-economic analysis that work to mitigate key issues, such as lean season food shortages, livelihood and non- permanent social services for IDPs in the contested and unsuitable land locations. The identification is accomplished with (936) CDCs through participatory approach using community elders.

Building the capacity of a cadre (social organizers) from among emerging leaders in the communities so that easily manage and smoothly implement the project in secure and insecure areas.

Built the capacity of (740) CDCs on accounting and procurement management, environmental social safeguard, gender, social audit, rule and responsibility and community development plans.
